no you cant play multiplayer offline. this is not possible in any call of duty title on PC. the games without REAL offline mp are; cod 4 mw remastered. cod aw. cod iw. cod ghosts. ^ they all need to be connected to play zombies and mp against bots. all the other cods can be played offline either with or without mods.
Arma 3 or Ravenfield might work. Arma 3 has good campaigns and excellent community-made missions, many of which can be played offline with bots. Arma 3 also has tons of mods on the Steam Workshop that adds maps, vehicles, guns, clothing, and more. Ravenfield doesn't looks realistic at all (you will see what i mean when you look at the game) but

You can actually on PC, if you go Play -> Combat Training you can setup custom Team Deathmatches or Free-For-Alls against bots. Thank you, I didn't know that. If it isnt, create a folder called "mod" in your black ops 3 folder, and then create a "usermaps" folder in the mod folder. Keep it empty. It should now show up in the mod list.
